Commissioner Jim Hoppel is a lifelong resident of Columbiana County and is serving his 11th year as County Commissioner and in 2007 and 2010 as President. Jim has been married for 32 years to his wife Bonnie and together they have four children, Wendy, Jim, Steven and Kara. Prior to serving the County as Commissioner, Jim was a school teacher and coach for the Board of Education. In his seven years on the Board, he spent five of those years as President. Jim also owns a real estate company (River Valley Realty) and in 1969 was inducted into the Bowling Green State University Athletic Hall of Fame.

Commissioner John H. Payne resides with his wife, Ann, in Madison Township near the County airport in the Beaver Local School District. He served as the Director of the Columbiana County Board of Elections, and was presented the "Spirit of America" award by the Secretary of State for his election and administrative leadership. Commissioner Payne is a former teacher, coach, principal, and mayor as well as being a former college administrator. He is a woodworker and he and Ann visited a taping session for making a Windsor chair with Norm Abrams of the New Yankee Workshop in Boston.
