The County Treasurer is the chief financial officer of the county. Although by no means the most visible of government offices, the County Treasurer plays a vital role in the lives of Columbiana County residents. The office processes over two hundred million dollars in transactions each year. Much of the revenue is critical to schools, libraries, cities, villages, townships, parks, and the Columbiana County government itself, which provides a myriad of social services to residents.
The Treasurer's major responsibility is the collection of various taxes. The most noted and largest dollar amounts collected in taxes come from Real Property Taxes (real estate) and Personal Property Taxes (on business equipment and inventory). Other taxes collected by the Treasurer are for Manufactured Homes, Inheritance and Special Assessments.
The Treasurer manages an investment portfolio of more than $35 million dollars annually. The interest income provides operating revenue for the county and other departments. Safety of principal and prudent management of public funds is the most important objective of the investment process. The Treasurer must obtain a specific number of continuing education hours in investment procedures from the offices of the State Treasurer and State Auditor each year. He may invest in authorized securities and is required to provide a monthly portfolio report for the County Commissioners and then meet with the Investment Advisory Board quarterly.
The Treasurer is also a member of the County Budget Commission that approves the budgets of all governmental entities within the county. Officials from schools, cities, villages, libraries, townships and the county appear before the commission to explain their anticipated budgets for the forthcoming year. Additionally, all amendments to appropriations must be submitted to the commission for approval.
